OCN East Midlands is a charitable company with a membership made up of organisations that provide learning opportunities within the geographical area covering Derbyshire, Lincolnshire, Nottinghamshire, southern Staffordshire Leicestershire, Northamptonshire and parts of Cambridgeshire. OCN East Midlands Region was created on 1st August 2005 by the merger of two well known established OCNs - North East Midlands and South East Midlands.

FOUNDATION LEARNING TIER

Foundation Learning Tier Progression Pathways
 Using NOCN qualifications

Foundation Learning Tier, ‘Progression Pathways’ has been developed by LSC and QCA to provide clear progression routes for Learners from Entry Level through Level One to Level Two. TheProgression Pathways are not qualifications in themselves but will be made up of qualifications and bite size units within the new QCF that are FLT endorsed. 

All learning at level one and below that is covered by public funding is expected to be incorporated into this framework by 2011. 

Progression Pathways have their own framework requirements, and will need to include an element of:

  • Vocational skills and knowledge
  • Functional Skills
  • Personal and social development 

Using the NOCN Progression Qualifications, made up of bite size units, OCNEMR  has put together suggested Progression Pathways following QCA’s first phase guidelines, designed to promote progression to: 

  • First full level 2
  • Level 2 Apprenticeship Framework
  • Independent living or supported employment
  • Foundation (Level 1) Diploma or GSCEs 

These principles of design and the flexibility of the Progression Qualifications will allow providers the flexibility to design a Pathways that meets the needs of their learners. 

Funding

Funding for level one and entry level learning is not dependant on following FLT pathways until 2009, a pilot project is in place for 08/09. Please contact your local LSC to discuss becoming a pilot centre.

NOCN's Qualifications for Progression (QCF) and the new Step up Qualifications have been included in the new FLT catalogue.
